How can question 2 require a rating if the WO was completed?

The service request I am referring to is the intercom set up. I have been here since December 22, 2025. The intercom set for my apartment is still not set up. I do not even know what the issue is. I was initially told the problem was that the number I am using is not a local number. So I got a local number. The set up is still not processed. I must actually go down to the front door of the building to let any guests in. I really would like this to be processed.

Question 2 should have a "not applicable" choice to be used if the work order us complete.
