Fixing exterior in a timely manner

Nothing about my apartment was move innready. I have had no AC since moving in here my fridge was broken so everything went bad its completely dirty hot and stinks in here mold is growing so bad due to moisture the floors are so messed up and torn up now my kitchen doesnt even make sense because the new fridge the bought doesn't even fit where its supposed to go. So its just sitting out in the kitchen. Theres bugs everywhere and not one person will answer the phone. I need help here because this is terrible.
