Kitchen needs update , need walls painted and neighbor needs to clean up basement

Will my rent increase again for no reason? The $50 monthly pet fee that is higher than average; its $25-35 at most other apartments. Poorly lit parking and no security cameras. No real adminities or perks for the cost of the apt (currently pay $950 after all fees are considered). Other places have lower rent for more sq ft.
