Several reasons:1. It took much longer than what was promised to get the system up and running.2. The system went down after only a couple of months of operation and it took more than a month to get it back up.3. We were misguided on the amount of state grant we would receive. The actual amount we would receive appeared to be less than one third of what we were promised on the contract.
